Regional Advisor – Pacific

Delphina is a lawyer based in Apia, Samoa, and serves as the McCabe Centre’s Regional Advisor for the Pacific. In this role, she provides strategic insights into the Centre’s capacity‑building programs across the region and offers technical support to Pacific governments on law and policy issues relevant to health.

She is currently an Associate at Wulf Law Firm in Apia, where she has worked since August 2023. Prior to this, Delphina spent more than a decade as the Legal Consultant for the Ministry of Health in Samoa (2010–2023). During her tenure, she acted as Samoa’s focal point for the WHO Framework Convention on Tobacco Control (FCTC) and led work on tobacco control and broader health law reform.

Her professional interests centre on policy and legislative reform addressing the major risk factors for Non‑Communicable Diseases (NCDs), with a particular focus on supporting Pacific countries to strengthen their legal and regulatory frameworks. She is highly experienced in health law and played a key role in driving legislative reforms within Samoa’s health sector.

Delphina is an alumna of the McCabe Centre’s International Legal Training Programme and has also completed the Centre’s Intensive Legal Training Programme for Senior Executives. She holds a Bachelor of Arts, Bachelor of Laws and Master of Laws from the University of Waikato, New Zealand. She is admitted to practice law in New Zealand and Samoa. She has joined the McCabe Centre for Law & Cancer on a part‑time basis, contributing two days a week to ensure strong Pacific perspectives are reflected in the Centre’s work
